This position performs complex duties in the pharmacy telephone care program and requires extensive working knowledge of pharmacy policies and procedures and the electronic medical record and requires specialized knowledge of pharmacy operations, clinic operations (VA clinics and CBOC's), and telehealth operations. The incumbent needs to understand MCCF regulations concerning prescription co-payments and e-billing regulations. The position also requires a comprehensive knowledge of VHA, VISN, and local formulary management guidelines and restrictions.

The primary duties of this position include answering the outpatient pharmacy phones and triaging patient calls. The incumbent is a highly specialized, efficient, motivated and customer-friendly technician and is expected to maintain a high degree of accurate productivity and performance while being extremely sensitive to the specific contribution to total patient care (e.g. window waiting times, mail turn around time, etc). As required and assigned, the incumbent is expected to accomplish all duties, as required and normally performed by both general and specialized pharmacy technicians (GS-661-5/6).

The position also serves as a back-up to the controlled substances technician as needed. When serving as the controlled substance technician, the position is responsible for receiving, inventorying, and dispensing controlled substances in the Controlled Substances vault. The technician also has responsibility for ensuring accurate and complete record keeping for controlled substances. S/he must also have the ability to operate automated dispensing equipment and extract information from pharmacy information systems. The incumbent must have knowledge of policies and procedures for inventory management and narcotic security/accountability including DEA and VHA laws and regulations.

The position function as an experienced Pharmacy Technician responsible for providing care to veterans. They will have advanced knowledge of the laws, regulations and policies pertaining to controlled substances, DEA requirements, and other relevant state and federal regulations including but not limited to:

Technician Telephone Care and Controlled Substances

  • Performing complex duties in the pharmacy telephone care program
  • Providing education via telephone
  • Responding to messages from patients
  • Serving as a back-up controlled substances technician as needed
  • Responsible for receiving, inventorying, and dispensing controlled substances in the Controlled Substances vault
  • Ensuring accurate and complete record keeping for controlled substances
  • Operating automated dispensing equipment and extracting information from pharmacy information systems
  • Understanding and applying Medical Center policies and procedures
  • Communicating effectively with doctors, nurses, pharmacists, laboratory technicians, schedulers, and other healthcare personnel Outpatient Pharmacy Technician
  • Processing and filling outpatient prescriptions under the supervision of a pharmacist
  • Reviewing outpatient drug orders and patient refill requests
  • Packaging and labeling unit of use medications
  • Operating pharmacy equipment and restocks the cabinets
  • Compounding and/or reconstituting oral and external medications (non-sterile)
  • Answering questions from medical center staff regarding pharmacy operations and drug distribution as appropriate
  • Monitoring pharmacy refrigerator/freezer temperatures
  • Collecting drug use evaluation data for quality improvement purposes as required Inpatient Pharmacy Technician
  • Preparing antineoplastic agents
  • Conducting inventory control for ward stock, bar-coded unit dose, bulk, and IV admixture products and emergency crash carts
  • Daily maintenance of automated dispensing equipment
  • Interpreting data from pharmacy information systems
  • Making recommendations regarding operational issues
  • Operating and caring for automated equipment
  • Following written instructions for sterile compounding using aseptic technique
  • Maintaining safe work practices when using hazardous materials (e.g. antineoplastic agents)
  • Providing services to the ambulatory care pharmacy section or controlled substances vault as assigned.

Experience: One year of experience at the next lower grade and must meet the following knowledge, skills, and abilities (KSAs): 1. Ability to operate and care for automated dispensing devices and equipment. 2. Knowledge of, and ability to perform aseptic technique. 3. Knowledge of basic inventory procedures. 4. Knowledge of pharmacy information systems.

Grade Determinations: GS-6: One year experience at the next lower level and must fully meet the knowledge skill and abilities at the next lower level. The candidate must demonstrate the following technical knowledge skill and abilities and the potential to acquire the assignment specific knowledge skill and abilities.

  1. Ability to solve problems and make recommendations, e.g., troubleshoot operational problems and refer for appropriate action.
  2. Knowledge of the operation and care of automated equipment.
  3. Knowledge of, and ability to follow, written instructions for compounding with aseptic technique for hazardous materials such as oncology agents.
  4. Knowledge, and ability to perform, compounding with aseptic technique for routine sterile products.
  5. Knowledge of policies and procedures for inventory management in specialized areas such as emergency carts.
  6. Knowledge of the computerized prescription process demonstrated by the ability to input prescriptions and medication orders.
