Enterprise Community Parnters 18:PAR-016: Policy Fellow in Seattle, Washington

Job Summary

The Policy Fellow will lead the development and implementation of Enterprise’s Pacific Northwest (PNW) policy agenda. The position will be based in Enterprise’s Seattle office, working with key members of the of the Pacific Northwest team.The position will report directly to the Pacific Northwest Market Leader. The Fellow will also work closely with Enterprise’s National State and Local Policy team that includes other market-based staff focused on state and local policy efforts across the nation. The position will also coordinate PNW participation in national policy activities on issues such as the housing tax credit and other programs and legislation that affects the stability of low income families and individuals.

The primary focus of this position will be:

  • Increasing and improving the availability of publicly owned land for affordable housing, education, and other uses that benefit affordable housing residents and the community
  • Expanding partnerships with education partners and others who have shared goals
  • Expanding availability of early learning facilities and opportunities, and other programs that increase economic mobility
  • Navigating federal issues including tax credit policy, tax reform, and response to changing federal policies
  • Working with individual cities and other institutions to assist with and encourage best practices and legislation for policies to increase the supply of and access to affordable housing and facilities for services that promote economic mobility
  • Researching policies, programs, incentives and regulations that promote affordable housing as part of a larger community development agenda for positive outcomes in adjacent sectors such as health, education, and employment

The Policy Fellowship is a full-time position, currently slated for two years duration and has full benefits.

Job Responsibilities

  • Conduct detailed policy research to support the PNW Market’spolicy agenda, as well as support Market Leader on work with the State Affordable Housing Advisory Board
  • Monitor administrative and legislative activity, draft comments/testimony
  • Coordinate closely with Enterprise federal and state & local public policy teams to share information with the PNW team
  • Work in coalition and/or via campaigns with advocacy partners to advance priorities that Enterprise supports
  • Refine and implement system for soliciting comments and action from partners, including adapting and circulating letters of support for national legislation
  • Organize events associated with policy, advocacy and disseminating policy best practices, and potentially candidates
  • Provide updates via appropriate media regarding policy issues
  • Participate in strategic planning for PNW agenda


  • Undergraduate degree in public policy, political science, economics, urban planning, real estate or related field
  • 3-5 years relevant work experience
  • Preferred experience with both affordable housing and education issues
  • Demonstrated experience/interest in state and local policy processes and advocacy
  • Demonstrated research experience
  • Strong organizational skills
  • Strong communication skills
  • Ability to analyze, synthesize, and translate complex information, orally and in writing, to influence process and explain results to parties inside and outside the organization
  • Strong interpersonal skills and ability to work effectively as part of a team
  • Ability to work independently, managing multiple tasks simultaneously and work in a fast-paced environment, often under stringent deadlines
  • Strong PowerPoint and Excel skills, and experience preparing presentations for a variety of audiences
  • Strong commitment to Enterprise’s mission
